Dr. Doom- Emperor Doom

In Emperor Doom, Dr. Doom steals the physic powers of Zebediah Killgrave, also known as Purple Man, and takes over the world. The above photo, from Emperor Doom, showcases the strength of Doom's willpower- to not give in when Purple Man commands "stand on your head!" or "kill yourself!"- especially when Doom removes his helmet. 

World domination is a significant step for Doom because it has been on his agenda since the very beginning. It's worth noting that Doom, in the book, is able to solve most of the world's problems using his governing models from Latveria, and only meets resistance because of his "no free will" rule.

In fact, for Doom, the most villainous act here is that Doom found ruling the world too easy and boring. He basically lets Purple Man escape during a later conflict with the Avengers.
